This course provides a practical overview of FMC compliance for NVOCCs, freight forwarders, and logistics companies handling U.S. ocean freight. The session focuses on tariff rules, rate filings, NRAs, HBLs, invoices, and shipment documentation from an operational and compliance perspective.

With FMC requirements, enforcement expectations, and customer disputes becoming more active, many companies may not realize that their tariff setup and actual shipment practices do not fully align. This bootcamp will walk attendees through common issues that create exposure and the steps companies can take now to reduce risk before an audit, penalty, or dispute arises.

Mauricio Larenas

President, AP Tariffs, Inc. 

Mauricio Larenas is President of AP Tariffs, Inc., an FMC tariff publisher supporting more than 1,000 NVOCC and freight forwarding clients. He is an FMC legal practitioner authorized to practice before the Federal Maritime Commission and regularly assists clients with FMC registrations, tariff publication, rate filings, NRA support, rules and tariffs, legal agent services, and operational compliance training.

Mauricio’s work focuses on the practical compliance issues that pose risks to NVOCCs, including outdated tariff rules, missing or inconsistent rates, NRA documentation, HBL and invoice alignment, and FMC audit/dispute readiness. 

Julia Bonestroo Banegas 

Special Counsel in Jones Walker LLP's Maritime Practice Group

Julia Bonestroo Banegas is special counsel in Jones Walker LLP's Maritime Practice Group in Washington, DC, where she focuses on regulatory compliance, dispute resolution, and litigation for freight forwarders, NVOCCs, and other logistics providers. She establishes FMC compliance programs covering rules tariff terms and conditions, NRAs, and bills of lading terms, represents clients before the FMC in FMC audits and proceedings involving importers, exporters, and ocean carriers, and negotiates master services, agency, warehousing, broker, and related agreements for clients. When disputes arise, she provides strategic guidance in state and federal court litigation to protect her clients' business interests. She also serves as Transportation Counsel to the NY/NJ Foreign Freight Forwarders and Brokers Association.
